FY 2009 JICA-Commissioned Training Course Completed for Officials and Employees of Chinese Organizations related to Environmental Exhibits and Energy Saving Technology

Outline of Training Course

The course was held for twelve days from January 18 to 29 in 2010, inviting - as stated in the title above - six employees of Beijing Electric Power Company and four administrative officials of the City of Beijing.
This was intended as a follow-up course for a Yen-loan-financed project, which had been executed last year to introduce a natural gas combined-cycle power plant to Beijing for the purpose of improving the air-pollution situation.
In this course, the Chinese trainees visited plants in Japan, such as a natural gas combined-cycle power plant and a coal-fired power plant, to learn the methods of their operational management and of efficient maintenance of their equipment. They also took lectures, given by these power stations, on their various efforts in environment-related activities. Besides, they learned how to create effective exhibits to promote environmental awareness at a public relations facility attached to one of the power plants, and also learned about advanced approaches to environmental conservation by Japanese companies, through lectures on companies’ energy-saving policies and new ways of generating electricity such as solar energy generation and wind-power generation.

Trainees’ Reactions to the Course

The trainees were quite impressed to learn how much consideration electric power companies in Japan have given to the environment in terms of everything from the construction of plants to their operational management. They were also impressed to realize that remarkably high efficiency has been achieved in that regard. In addition to that, they said that education on the environment has been actively provided for the employees. Communication with local residents has also actively been conducted. Power plants are so clean and neat that there is not a speck of dust, and substantial consideration has been given to a balance between the plants and their surroundings. The trainees were well-motivated throughout the course, willingly asking questions of lecturers and actively exchanging their opinions.

Other Activities

On a weekend during their stay in Tokyo, the trainees saw the sights of Yokohama, Yamanashi as well as Tokyo on a bus tour that they themselves had organized. We believe that this tour promoted a better understanding of Japanese culture on the part of the trainees.
