FY2010 Training Course Closes on Industrial Pollution Control Technology Transfer for Administrative Officials from Henan Province, China

A fiscal year 2010 training course on “Industrial Pollution Control Technology Transfer for Administrative Officials from Henan Province, China,” commissioned by Mie Prefecture, was held from October 26 to November 16. Three officials from Henan Province, a sister province of Mie, took a 22-day course on environmental conservation in rural areas, which is one of the province's problems.
The course was designed to have the participants learn about Japanese legal systems and measures for environmental conservation and industrial pollution control, and to have them deepen their technical knowledge of pollution control technologies, thereby helping enhance their skills necessary to draw up and implement policies back in their country.
The participants, for the purpose of solving rural issues regarding soil pollution, water pollution, and waste, took lectures on Japanese policies to tackle these kinds of problems, and visited disposal facilities for wastewater from households and livestock farms as well as a certified “eco-farmer” to introduce a highly sustainable system for agricultural production. They also had an opportunity to discuss policymaking with officials from the Environment and Forestry Department of the Mie Prefectural Government.

On the final day, the participants made presentations of action plans concerning how they, after returning home, would take advantage of the policies and technologies they had learnt about in the course. Although measures for environmental conservation had already been taken under the Chinese five-year plan, a participant who is involved in drawing up plans for her own province claimed that she intended to make changes to them in order to make the best use of her experiences during the training. In addition, another participant from a rural office voiced the intention to hold meetings with local farmers to promote eco-friendly agriculture.
