From October 23 to November 13, ICETT conducted a fiscal 2012 Mie-commissioned training course on Industrial Pollution Control Technology Transfer for Administrative Officials from Henan Province, China.
Three officials from Henan Province, a sister province of Mie Prefecture, took a 22-day course on the control of industrial, air and water pollution, which is one of the serious problems in the Chinese province. They visited relevant sites and listened to lectures on measures against nitrogen oxide, contained in automobile exhaust, and nitrogen and phosphorus in wastewater.
The course offered the participants the opportunity to learn about the Japanese legal systems and measures for environmental conservation and industrial pollution control, and to increase their knowledge of pollution control technologies, thereby helping enhance their skills to draw up and implement such policies back in their country.
The participants learned about the Japanese legal systems and pollution control technologies related to water quality. They also deepened their understanding of water-purifiers and efficient methods to dispose of industrial and domestic wastewater.
The participants learned about the Japanese legal systems and pollution control technologies and measures related to air pollution. They learned about measures against exhaust, taken by the Japanese cement factories, coal-fired power plants, and transport businesses to help tackle particulate matter (PM) issues, which are among Henan’s grave concerns, as well as nitrogen oxide problems, required to be reduced under the twelfth five-year plan (2011 to 2015).
The participants presented their action plans about how they will take full advantage of what they had learnt in this course in their province.
During the course, the participants had opportunities to see advanced Japanese environmental control technology, well-maintained equipment, and clean factories. To achieve the same in Henan, they admitted at an action plan presentation that there are still many problems to solve. According to them, for example, there is no notion of environmentally friendly driving in their province, while it is well known to the Japanese, so they were quite impressed with the merits of “green driving”, such as CO2 and cost reductions and car accident prevention.
It is quite important for the participants to share information with the Department of Environmental Protection of Henan Province and related companies to introduce the sophisticated Japanese technology into the province. The participants mentioned the necessity for information sharing in their action plans, too. They are, therefore, expected to play an active role in doing so after returning home.
