FY2012 Seminar closes on Environmental Protection in Tianjin city

From October 16 (Tues.) to 18 (Thur.), 2012, ICETT held a seminar on Environmental Impact Assessments in Tianjin, China.

Tianjin, located in northeastern China, is, along with Beijing and Shanghai, one of four direct-controlled municipalities with status equal to that of provinces or autonomous regions. Under a five-year plan, China is seeking to promote environmental management systems, as well as efforts for environmental protection, to form a resource-saving and environment-conscious society. In this context, Tianjin was designated as an eco-friendly model city and regards the environmental management of construction projects as important to reduce the emission of major pollutants and construct an “eco city”. To promote this, the city is required to implement environmental impact assessments.

ICETT has held an environmental protection seminar in Tianjin, as part of a Yokkaichi-commissioned program, every year since 2001. For the above-mentioned reasons, this year’s seminar concentrated on environmental impact assessments. It was attended by some 40 experts from the Environment Protection Bureau of Tianjin, the Tianjin Scientific Research Institute for Environment Protection, the Environmental Impact Assessment Center, and Nankai University.

At the round-table seminar, Japanese and Chinese lecturers made presentations on the methods to implement environmental impact assessments and involve citizens in them, the current situation and problems of strategic environmental assessments, and the environmental impact and risk prevention of the petrochemical industry, followed by an exchange of opinions and views and a question-and-answer session.

There were positive comments from the participants: “I learned that there are many cases in Japan where local residents get involved in the process of environmental impact assessment. It was a useful opportunity to find out how to encourage Chinese citizens to do so, too.”, “I understood the differences between environmental assessments in China and Japan.”, and “I learned a lot about the concept of risk assessment.”
