Summary of CTI Workshop-2

September 18-26, 1999
Yokkaichi City, Japan

The workshop accomplished many things. The participants and lectureres discussed many dofferent energy efficiency policies, programs, technologies, and practices. Participants identified barriers to energy efficiency implementation by industry and energy efficiency promotion by governments. These barriers included the need for better information on the best technologies and on bench-marking, financing obstacles and industrial requirements for very short pay-back periods for investments, and a general lack of awareness on energy efficiency options and benefits. Participants also defined objectives and activities for energy efficiency in their own organizations. On the final day, workshop participant developed the following conclusions:

  1. Energy efficiency is necessary for global climate change mitigation, local environmental protection, and the achievement of long-term societal and economic goals.
  2. Energy efficiency advancements require government action. Laws should be implemented and clear national targets established.
  3. Energy efficiency organizations in nations should be further developed and supported.
  4. Energy efficiency concepts must be promoted through general awareness campaigns, education programs, and training.
  5. Energy efficiency promotion requires networking, information exchange, and technology. Clear, technical guidance on industrial best practices and bench-marking in needed.
  6. Energy efficiency implementation requires improved financial mechanisms and an increase awareness of economic benefits.

Participants agreed that it would be very useful to continue and build upon the energy efficiency network started at this and earlier CTI workshops.

The CTI and the workshop sponsors would like to thank the participants from the five developing countries, the lecturers from the three developed nations, and the organizers from ICETT for their hard work, enthusiasm, and dedication.
