ICETT Launches FY2011 Greenhouse Gas Emission Reduction Program in Developing Countries: First in the Philippines

 

 In the 2011 fiscal year, ICETT conducts a “Greenhouse Gas Emission Reduction Program in Developing Countries”.

 From May 23 to 27, four ICETT staff members, accompanied by two Japanese technicians, visited the Philippines to confer with the Department of Science and Technology (DOST) about this program, and ask the department for cooperation. They also inspected two local companies, which will receive technical guidance from the technicians under the program.

 

 When the ICETT party met the Deputy Secretary of the department and the Executive Director and the Deputy Director of the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD-DOST), these officials assured them that the department and the council would commit themselves to support the program, offering quite positive and encouraging comments on it.

 

 At the request of the Philippine Government, the program focuses on energy saving at businesses and commercial buildings. Three local companies, a major shopping mall, a drug maker, and a hotel, which had applied for the program, were designated to receive inspections and technical assistance in energy saving by Japanese technicians. During their stay, the party visited two of the companies, the shopping mall and the drug maker, with officials of PCIEERD-DOST to explain the objectives of the program, while the technicians checked the maintenance system, drawings, and conditions of the company facilities.

 

 As per the companies' requests, the technicians’ proposal will show both, the parts of the facilities that already save energy effectively, and those that will require more detailed inspections, followed by recommendations for improvement. In the process, technicians of the local companies and officials of PCIEERD-DOST will be involved to enhance their technical skills and improve the energy-saving environment at the companies.

 

The most impressive in visiting the two companies was that they both shared strong awareness to conserve energy and a high level of facility maintenance ability. This is, however, a rare case in the Philippines, even if it is gratifying to find this level of commitment here. As a result of the active efforts by these companies, the program is highly expected to become a success, which will lead to a spread of awareness of energy saving and better maintenance practices all over the country.(Matsuoka)
