Specified Area Comprehensive Global Warming Prevention Measures Project in the Philippines

Since FY 2007, with the help of the Ministry of Economy, Trade and Industry, ICETT has conducted trainer development for instructing enterprises in the targeted area and technology instruction for model enterprises (districts) as two pillars aiming for improvement of energy efficiency and environmental burden reduction, in response to a request from the government of The Philippines. This project featured selecting specific regions namely Metropolitan Manila (NCR: the National Capital Region), Third district (Pampanga district), Fourth district (Southern Tagalog district), Fifth district (Province of Visaya), Sixth district (Western province of Negros Occidental: implemented in FY2007), and Tenth district (Mindanao district: implemented in FY2007) and addressed assistance for model districts including small and mid-size enterprises in the Philippines. Close cooperation was maintained with not only METI but also the Japanese Embassy in The Philippines and JETRO Manila Center to develop the project in order to further fortify assistance for local offices which would become the center of the projects in such model districts, enterprises and regions.
In human resources development for trainers, ability improvement for Filipino local administrators was held in environmental preservation, resources saving technology, Energy Efficiency (EE) improvement, Cleaner Production (CP) and waste disposal. Also mastering the knowledge and methods (know-how) was kept in mind so that the governmental staff could implement instruction to enterprises, etc, in model enterprises and model districts as leading instructors. Moreover, measures connected with environmental burden reduction, energy efficiency improvement, recycling promotion, and more efficient productivity, etc, were promoted in model districts and model enterprises. As a result, the degree of environmental burden reduction, energy efficiency improvement, and waste reduction in model districts (enterprises) could be presented in “visible” form via data and photos.
In this fiscal year, observation tours of enterprises and administrative organizations were conducted through receiving training from Yokkaichi City in Mie Prefecture where ICETT is located, Kanagawa Prefecture, Ehime Prefecture and as far as Kita Kyushu City, Fukuoka Prefecture, to learn about the environmental and energy policies and technology Japan has developed so that they could be applied in model districts in the Philippines. Also, opinion exchange and technology instruction, etc, were held in each model district (enterprise) in the Philippines to confirm instruction ability improvement, and energy efficiency improvement and environmental burden reduction were achieved.
Receiving training was implemented twice in the spring and twice in the fall this fiscal year. In total 11 types of training were given, including seminars, workshops and opinion exchange by DOST (Department of Science and Technology) and DENR (Department of Environment and Natural Resources), some of which were planned and participated in by them only, with the total participants of Filipino provincial government officials and enterprise engineers numbering 325.
Under such circumstances, lots of “effects” were revealed right after the receiving training.
