(2) Financial Assistance for Chisso

4.Approach to Environmental Regeneration

Since 1972, because of the economic depression due to the oil crisis and financial burdens associated with the enormous amount of compensation money for the patients, Chisso has fallen into financial difficulties and found it difficult to continue payments. At the request of the National government, Kumamoto Prefecture issued bonds and allocated the profits to support Chisso in order to maintain and promote its management base and to stabilize the economy of the local society within the scope of the principle "the responsible body must hear the cost". With the help of this historically unique system, Chisso was able to continue payments without delay.
With respect to the bottom sludge treatment mentioned in (1), Kumamoto prefecture has temporally advanced Chisso on its share.
