According to “Act for the Establishment of Pollution Prevention System in Specified Factories”, "Specified Factories" are required to establish a pollution prevention system in their factories, such as selection of qualified pollution control managers.
In order to promote compliance with related regulations on pollution prevention such as Air Pollution Control Act and Water Pollution Prevention Act, “Specified Factories” are required to struggle for pollution prevention by means of establishment their Pollution Prevention system and allocation of qualified personnel with expertise (pollution control managers).

In order to promote more effective utilization and implementation of pollution control manager system in the better environmental management scheme, in the FY2016 surveys, ICETT has collected practical information through case studies on efforts for pollution control management in the field of mainly small and medium sized enterprises in the following four perspectives;
- More effective use of senior (well experienced) and then retired personnel
- External environmental audit – Outsourcing
- Outsourcing
- Communication with the local community and local governments
The practical information were collected mainly in small and medium sized enterprises in eight districts such as Hokkaido, Tohoku, Kanto, Chubu, Kinki, Chugoku, Shikoku and Kyushu by literature survey and questionnaire survey for businesses and local governments (prefectural /municipal government). Likewise based on these results coupled with interviews to 26 enterprises which have experience of striving for recovery/ improvement after past incidents occurred in the factory, 21 case studies have been compiled in a booklet titled “Case Studies on Effective Efforts for Pollution Prevention 2016 -Hints for familiar and practical efforts in small and medium enterprises-"(hereinafter “Case Studies”). *“Case Studies” can be downloaded from METI website: “Pollution Control Guideline” (See “Material download 9-1) http://www.meti.go.jp/policy/energy_environment/kankyokeiei/environmentguideline/dlguide.html) Utilizing this "Case Studies", ICETT conducted dissemination seminars targeting for private companies who are interested in pollution prevention and management, as well as local business associations and local governments, under cooperation with regional bureaus of METI and Japan Environmental Management Association for Industry (JEMAI). In the seminar, trend and recent circumstances of pollution control manager system, outline of the survey results, compliance and practical pollution control management in the companies were introduced. Effective way of "tradition of technical know-how" was also featured as one of the keys to solve intergenerational and social problems lying in the maintenance of pollution control manager system. We would like to take this opportunity to express our deep appreciation to copmany presidents who have kindly opened up and share the past incidents and the difficulties for the improvement, in spite of their crowded schedule. In general, it cannot be quantitatively said that there are many companies where pollution control management can be implemented in a good condition. However, there are many companies that have improved and maintained their efforts by positively considering subsequent measures even companies that have incidents (somewhat failure cases) in the past. Being community-based, many of small and medium sized manufacturing enterprises have been seriously strengthening their compliance aspects, because once something trouble occurs, it would have crucial effects on the enterprises' existence. |
